Tender outsourcing · SECOP II
Sell to the Colombian government with bids that comply.
Sofía, our monitoring tool, checks SECOP II, Colombia's public procurement platform, every day; a consultant reviews the tender documents against your bidder registry (RUP) and financial statements and tells you whether it is feasible. With your approval, we file the bid on time.

Why companies lose tenders
The most common problems for companies that sell to the government, and the ones we solve for you.
Opportunities that never show up
Thousands of notices a week; the ones that fit you get lost in the noise.
Hours on tenders that don't fit
The whole document gets read only to find out at the end that you don't qualify.
Requirements hard to interpret
Legal, financial and technical conditions spread over hundreds of pages.
Expired documents
Certificates out of date and supporting documents not ready in time.
Overlapping dates
Closings, expressions of interest and corrections with no single calendar.
No specialized staff
Hiring them is expensive; not having them costs opportunities.
Meet Sofía, your tender assistant
Sofía is the artificial intelligence we developed to support your company on SECOP II. She saves you the search; our team and you make the decisions.

How a consultant reviews a 123-page tender
We took a real tender published on SECOP II: CM-LP-106-2026 from the Club Militar, with three lots and a COP 3,603 million budget. The consultant checks each requirement against the company, citing the section and page of the tender, and answers whether it is feasible.
- Meets
Specific experienceTender, section 3.5.1 · p. 42
At least one contract must be worth at least 40% of the lot budget: about COP 934 million. The company provides one for COP 1,050 million.
- Gap
Specialized roofingTender, section 3.5.1 · pp. 42–43
One of the contracts must include supply and installation of elastomeric membrane roofing, and the company cannot prove it. What to do: find a contract that includes it or bid in a consortium.
- To review
Working capitalTender, section 3.7 · p. 61
With a term under 12 months, 33% of the budget is required: about COP 770 million without advance payment. It must be validated against the current RUP.
- To review
Bid bondTender, section 7.1 · p. 110
10% of the lot budget, COP 233 million, valid for three months from closing. If it is not submitted, the bid is rejected and cannot be corrected.
Answer to the client: feasible in Lot 1 only if the membrane roofing is resolved. Alternative: Lot 2 (Sochagota, COP 440 million) requires traditional roofing. Shall we file? We await your approval.

What clients ask before starting
What is tender outsourcing?
Delegating to an external team the search for opportunities, the review of tender documents and the filing of bids. You keep the final approval.
What is Sofía and what does she do?
She is our artificial intelligence tool. She monitors SECOP II every day, filters by your sector, region and capacity, and emails you the relevant tenders.
Does artificial intelligence make decisions about my company?
No. Sofía detects and organizes information. Decisions are made by public procurement consultants, and nothing is filed without your approval.
How do I know which tenders to bid on?
A consultant checks the requirements against your RUP, your experience and your financial statements, and tells you whether it is feasible, with the reasons.
What does bid preparation include?
Eligibility documents, technical and financial proposal, tender forms and timely filing on SECOP II, with a full review before submission.
Do I need previous experience to bid?
Not necessarily. In the consultation we review your real capacity and show you which tenders you can take on today and which to prepare for.
Do you guarantee the award?
No. The decision belongs to the contracting entity and no serious firm can guarantee it. What we do offer is a rigorous process: full review, bids on time and legal support.
How much does it cost?
Reviewing a tender costs COP 350,000, VAT included. The monthly plan is COP 1,300,000 and the annual plan COP 11,000,000. The price is set in writing before we start.
